"A homeless child or youth means an idividual who lacks fixed, regular and adequate nighttime residence and includes; youth that are sharing the housing of other persons due to loss of housing or economic hardship; living in motels, hotels, trailer parks or camping grounds due to lack of adequate accomodations; living in emergency or transitional shelters; or abandoned in hospitals or are awaiting foster care placement."
